Сuriously enough, Photoshop doesn’t work with icons in ICO format on default. But you still have this ability - you only need to install additional plugin that will make photoshop work correctly with this format. The installation is very easy and won’t take longer than a minute. Download an archive with the plug-in and copy .8bf file from the archive to folder Program Files/Adobe/Adobe Photoshop CS3/Plug-ins.
